Starex University has been established under the provisions of the Haryana Private Universities (Second Amendment) Act, 2016, and was established by the Government of Haryana vide Act No. 20 of 2016, notified on 25th August 2016.

Starex University has been recognized by the University Grants Commission (UGC) vide its letter No. F.8-4/2017 (CPP-I/PU) dated 6th February 2023. The University’s name has been included in the list of recognized private universities at Serial No. 473 on the UGC website.

Starex University has received the No Objection Certificate (NOC) from the Directorate of Higher Education (DHE), Government of Haryana. The University strictly adheres to all statutory norms and guidelines laid down by the State Government
